Set up work zone and traffic control

Hazards: Passing traffic, uneven shoulder

Controls: Cones, signage, spotter, high-vis PPE

De-energize and ground the line section

Hazards: Accidental contact with energized conductor

Controls: Confirm isolation, test dead, apply grounds, insulated gloves

Replace worn insulators

Hazards: Working at height, dropped tools

Controls: Fall protection, tool lanyards, exclusion zone below
